Chinese Passport Holders Working, Doing Business, or Accompanying Family in the UAE

All four conditions must be met at the same time. If any one is missing, Customs may require the shipment to be declared as commercial goods rather than as unaccompanied baggage:

  1. Hold a Chinese passport and hold a UAE long-term visa or residence permit. Tourist visas or short-term visit visas do not qualify.
  2. Have lived in the UAE for a cumulative total of at least one year (365 days). Employment, family, and investor visa holders can usually support this with visa records and entry/exit stamps. Provided there is no unreasonable gap, China Customs generally applies a standard of “one year cumulative within the last two to three years.”
  3. Have already returned to China and entered within the last six months. This is a hard threshold. After that period, the duty-free channel is essentially closed, and the shipment must be declared under general trade, which significantly increases the tax burden.
  4. Be able to provide the original passport, visa pages, and entry/exit records. Starting May 22, 2026, Beijing Customs has explicitly required the original passport for clearance of personal effects; copies or scans are no longer accepted. This will become increasingly common, not only at Beijing ports.

One-sentence rule: “Passport + long-term visa + one year of residence + entry within six months” are the four keys to duty-free clearance for UAE-to-China ocean freight.

Foreign Nationals with a UAE Work or Residence Visa Moving to China

Foreign nationals moving from the UAE to China fall into two allowance categories:

  • Foreign nationals holding a China residence permit valid for one year or longer: For a first-time household move, they may apply for duty-free entry through the unaccompanied baggage channel.
  • Foreign nationals who do not hold a long-term China residence permit: They usually only receive a duty-free allowance of RMB 2,000 per person for daily-use items such as clothing and shoes. Large furniture and home appliances are not covered. In this case, it is better to assess the value of the shipment before deciding whether to ship everything, or to split items between those that can be carried personally and those sent by sea.

Shipping from the UAE to China: Documents Required for Duty-Free Clearance

In practice, document preparation is divided into two stages: documents at origin and documents for China import clearance. The UAE origin stage mainly determines whether the goods can be loaded and exported smoothly; the China entry stage determines whether duty-free treatment can be granted.

Required Documents for China Import Clearance

  1. Original passport — Effective May 22, 2026, Beijing Customs already requires the original. In practice, assume from the beginning that “you must be able to provide your original passport at any time for clearance.”
  2. Customs Declaration Form for Inbound/Outbound Passengers’ Baggage and Articles, commonly known as the “Unaccompanied Baggage Declaration Form.” This must be requested and stamped by Customs at the declaration channel when entering China. Without the stamped original, a subsequent duty-free application is essentially not possible.
  3. National ID card — for Chinese consignees.
  4. Visa pages and entry/exit records — to prove residence in the UAE for at least one year and that entry into China occurred within the last six months.
  5. Signed documents — a customs clearance authorization letter, packing list, etc. These usually require a black pen, signatures in designated places, and the signature must match the passport.

UAE-to-China Ocean Freight: Items That Commonly Cause Clearance Problems

In UAE-to-China ocean freight, clearance delays are often caused not by documents but by the items themselves. The following items appear frequently and are easily overlooked:

  • Cosmetics, skincare products, perfume, and nail polish: These are prohibited in international moving channels and cannot be shipped as ocean freight with household goods; they can only be carried personally on the flight.
  • Home appliances with built-in lithium batteries: Dyson vacuums, rechargeable floor washers, electric scooters, etc., are classified as dangerous goods and cannot be shipped by sea.
  • Counterfeit luxury goods, replica branded clothing, and unauthorized branded goods: These involve trademark infringement. The origin may refuse to load them, and the destination port may seize them.
  • Excessive quantities of a single category: For example, thirty or forty handbags of the same style, an entire container of toys, or a large quantity of unopened new appliances. Customs may determine these are “not for personal use” and refuse clearance as unaccompanied baggage.
  • Brand-new furniture: If furniture returning from the UAE is new and in large quantities, it can easily be questioned as having a “commercial purpose.” Used furniture may be declared at depreciated value, while new furniture quantities should be carefully controlled.
  • Books and vinyl records: For books, keep each carton to no more than 50 books; up to 10 books are duty-free, 10–50 books are taxed at 13%–20%, and more than 50 books may not clear. For vinyl records, keep each carton to no more than 100 records; up to 20 are duty-free, and 21–100 are taxed at 20% of the value.

The UAE route has another characteristic: any single item over 68 kg, or shipments using pallets or wooden crates, usually incurs forklift fees at the destination or origin port. This does not mean furniture, pianos, or large appliances cannot be shipped; rather, packaging method and weight tiering should be confirmed in advance to avoid unexpected charges after arrival.

Shipping from the UAE to China: Duty-Free Allowance and Taxes on the Excess

China’s duty-free allowance for unaccompanied personal baggage is RMB 5,000, and it applies only to used personal belongings. This allowance is shared between accompanied baggage and unaccompanied baggage; it does not apply only to the sea shipment.

For the portion exceeding RMB 5,000, Customs usually allows declaration at depreciated value, and then applies a VAT rate of 13%–20%. For some categories, the combined tax rate may be around 23%. In other words, “RMB 5,000” does not mean the shipped items can only be worth RMB 5,000; it is the duty-free ceiling. Once used furniture is depreciated by its age, the actual taxable amount for many people is not as high as expected.

For example, for a solid wood dining table purchased two years ago, if it is declared at about 50% of the purchase price at the time of shipment and the duty-free allowance is then deducted, the actual tax is often only a few hundred RMB. But if it is declared at the original purchase price, the tax will be noticeably higher. UAE-to-China Shipping Process and Timeline

From Dubai, Abu Dhabi, or Sharjah to mainland China, the usual path can be divided into several stages:

  1. In-home survey and packing: Determine cartons, wooden crates, furniture disassembly, and fragile-item reinforcement based on the type of items.
  2. Local pickup and container loading in the UAE: Full container load (FCL) is suitable for large residences or a full household of furniture; less-than-container load (LCL) is suitable for clients with fewer boxes. UAE origin shipments usually require sturdy, solid cartons; weak cartons will be reinforced before loading.
  3. Ocean freight: Middle East shipping schedules and space availability can fluctuate due to geopolitical conditions. Seapoe’s operational knowledge base specifically notes that the stability of Red Sea and Middle East routes must be confirmed with current operations before acceptance.

  5. Domestic delivery and unpacking: Door-to-door service can include delivery upstairs, but conditions such as elevator access and truck accessibility in the community must be confirmed. If conditions cannot be met, additional manual handling fees may apply.

Throughout the process, the biggest causes of delay are not the ocean transit itself, but two things: a missing stamped Unaccompanied Baggage Declaration Form, and the original passport not reaching the customs broker in time. Q1: Can UAE-to-China ocean freight be fully duty-free?

No. Only when the identity conditions are met and the items are used personal belongings can up to RMB 5,000 be duty-free. The excess must be declared at depreciated value and taxed. Brand-new furniture and large quantities of identical items do not fall under the “used goods” logic.

Q2: Can a foreigner with a UAE work visa get duty-free treatment when moving to China?

Q3: Can I still use duty-free clearance if it has been more than six months since I returned to China?
